No, you're a U.S. Citizen, not an American citizen. Jurisdiction is a legal concept and belongs to the legal profession. You can not claim jurisdiction over anyone.

Depends on what you mean by "aren't American citizens". There is no such legal status as an American citizen. There is a U.S. Citizen and then there are several different legal statuses that may or may not be subject to taxes. "Illegal immigrants" aren't subject to taxes, while green card holders/permanent residents are. It's all about what legal status you're under that dictates what jurisdictional duties you may be legally liable for. Constitution says you are never required to testify against yourself....but that's exactly what a U.S. Citizen does every time they file a tax return. So that must mean that a U.S. Citizen doesn't have the protections against self-incrimination that an "illegal immigrant" does have. Ask yourself how that's possible? Quite the rabbit hole you are embarking on when you head down into that line of thought, though...
