The US isn't borrowing money from China. China is just holding US Treasury bonds that will mature in time. China isn't going to do anything else with those dollars so they're just storing them in a savings account at the Fed.
I read that speech and I thought it was good... I also watched few q&a and it looked good too.

Um, bb, there's a word for taking money from someone in exchange for a piece of paper ("bond") that says you'll pay them back the money plus interest later ("will mature in time"). That word is "borrowing".

Read my post. I was mocking his notion that it's setting impossible standards for Rand not to skip US political history from 1964 to the present day.
Rubio is also trying to appeal to this demographic. Mainly by discussing 2Pac, NWA and Africa Bambataa during interviews and quoting Wiz Khalifa and Jay-Z during filibusters. He's a total joke.
