I disagree - Somaliland has been MUCH better off moving in such a direction (as we've been discussing in the thread, as well as other papers on the net about it, studies, etc), though their culture is SIGNIFICANTLY different than ours - and is certainly not mostly white - quite the contrary.

You're getting close, actually.

Race (or "whiteness") has nothing to do with it. The key - that "necessary but not sufficient" ingredient - is a homogeneous, stable social and cultural fabric.

Statelessness in Somalia brought mostly positive changes and did not lead to a breakdown in social order or peace. On the other hand, statelessness in parts of Pakistan brought riots, discord, social upheaval, and tribal tension.
