So is a citation like a parking ticket I.e. you can fight it but if you don't respond they still fine you for the citation amount? And if you don't pay (or sign), they issue a bench warrant to force you to pay or get thrown back in the clink?

"Disorderly Conduct" is one of those catch all "crimes."

Literally anyone can be hit with at anytime for doing anything and nothing. It basically gives the cops a blanket ability to arrest anyone they want for any reason.

Its perverse that such a tool would be available to the government in a so-called free society.
