Woman Drowns After Cops Threaten Rescuers With Arrest, Reportedly Fail to Attempt Rescue

In years past I've heard of civilians helping people out of that kind of mess, but that would probably get an amateur rescuer arrested and/or fucked up by Officer Friendly.

If a person is not properly licensed to perform rescue they could go to jail for doing it.
