It's more sinister than that. When they deprive us of our rights, they always follow the same pattern. It's psychological. They crank up the pressure, and do more than one deed. Then they ease -- not release, just ease -- the pressure and undo one or two of the things they did but didn't really care about. People breathe a sigh of relief, look around, and say, so this is the new normal.

People don't like that this part wasn't undone, but they're also happy that the other thing wasn't undone. Because we were thrown a bone, a significant enough portion of the population decide the new normal will do. And this causes the rest to decide they can't drum up enough groundswell to undo the rest.

They always do the cycle. Ratchet up three clicks, back off one click, wait until things settle.
