What they may have done is truly miniscule. And it goes to show that "bribery" is nothing but a govt problem.

The real big fireworks come from the federal criminal charges - who knows how much the state is going to be able to extort from Walmart for this non-crime. That's where the stock-hit and volatility come from: the uncertainty of what the raiders will do to Walmart to "set an example".

Notice there is no outrage being directed at the Mexican officials accused of accepting (probably even soliciting) the bribes. This is a "problem" that should be handled "in house" with the bureaucrats that can't follow their own institution's rules. And the problem wouldn't even exist if there were a recognition of property rights in the tax-farm known as Mexico.
