Russia knows the chances are next to nil that the UN security council with US, UK, France on it will allow Ukraine to be governed by the UN, even temporarly, which is Putin's latest official proposal.
The only way to interpret his prerogative is that Russia's talks with team Trump did not acheive a peace agreement, and also that the current government of Ukraine cannot be dealt with at all, and, to whatever extent Trump is adverse to Zelensky's dealmaking with the UK, France, Poland, Germany et. al. the question of integrity in regards to Trump is still there. Why? Due to the fact that Trump, even in light of Ukraine's intransigence will not completely abandon the Ukraine Project. It is not suspending military intelligence. Although more arms of any significance from the US are impossible now, because of Congress being against it, Trump is not abandoning Ukraine yet. That is the surest road to peace, and he's not taking it because the fact is that the corporations and banks that control America - and the UK and Macron's France - have big plans for Ukraine. Trump, when he expresses a desire to run Ukraine's nuclear power plants, or set up and extract its rare earth minerals, only reinforces the America commitment for a lasting footprint in Ukraine post-war - and this worries Russia and Belarus. Additionally, the West's banks and largest corporations have already scooped up Ukraine's farmland and business sectors - which Zelensky and his inner circle gave to them in exchange for personal bribes.
So, expect team Trump, Starmer and Macron and others to quickly put down Putin's idea, and the war to proceed more rapidly, as Russia needs to take the complete territory of the four oblasts and obliterate Ukraine's remaining forces to the degree that they are incapable of rebuilding within this generation.
