There is precedent and justification for excluding candidates who lack any substantial support. Is Keyes registering at all in any polls? Has he raised any considerable amount of money? There comes a point where they have to cull the herd a bit. The protest on Dr. Paul's behalf is valid because he has evidence of support that puts him in contention with the electable field of candidates, in some cases more than others in the field and he's raised the most out of any of them this quarter and arguably last quarter if you subtract Romney's self-"loan" Being that the New Hampshire GOP has stated that even they want Dr. Paul in the debate is reason to question the exclusion.
