Ron Paul didn't win Louisiana. To be fair, nobody has won Louisiana.
Basically, because the republican party apparently can't do anything simply, what happens is this. On 22 January, the party held district caucuses for delegates for the state convention.
On 9 February, the people will vote, and if anyone gets over 50% of the vote, then all 20 delegates are bound to the winner.
On 16 February , the state convention will determine:
1. If the 20 delegates (At large) are to be bound to anyone based on preference at the Feb 9 vote.
2. If the 21 delegates from the 7 districts (3 each) are to be bound based on preference at the Feb 9 vote.
3. Three at large delegates, and if they are to be bound based on preference of the Feb 9 vote
4. Who those 44 delegates are. The party leadership then adds in three more delegates.
So, nothing has been done in LA. Nothing at all, really. The entire damn caucus thing seems to really be a waste.
