I've timed a lot of the candidate responses. In many of the responses, they let Hillary go over by about 15 seconds before interrupting, but usually hit Trump about 2-5 seconds over. They got a little better after Trump complained, but have already gone back to the pattern. Probably letting Hillary finish a thought. It looks like the timers on stage count down, so no one will know how far they go over.
