Pensions are a great cause to be honest.
As long as you are going to socialize the benefits of having children (having someone to take care of you in old age) whilst privatize the financial and time burden they cost, you will have sub replacement fertility and regions where there's a big gap in the socializing the gains and privatizing the losses will see an influx of people that come from where such systems are not in place or have only recently been implemented.

I.e. europeans will be replaced by asians/arabs/latinos and then everybody will be replaced by africans later on.

Yes, it is racist, or more properly "eugenicist" in that there is only one race of human beings, it is deliberately, with the cruelty of a Richard "Longshanks", committing genocide against an existing population through demographic trends, migrant invasions and birth rates.

What it is not, is a "theory".

It is celebrated, acknowledged, planned for written about and the entire US government is in favor of it.
