Its not about how much fuel a black market product takes on a specific smuggling route because these supply chains dont take direct routes.

A lot of the time when you are taking such an action you are hitting them when you can and where there will not be dozens of innocent people harmed from it.

These strikes deny the regime in power from receiving the tremendous profits they would be getting from the sales of these black market items.

A regime like that only survives when they can bribe their victims into letting them stay in power.

If you take away that source of revenue that pays for these bribes then they will no longer remain in power.

This is how some snakes will hunt. They will literally wrap themselves around their prey suffocating them so they can't breathe and feed their bodies with oxygen until they suffocate and die.

The boat is the part of the supply chain where there will be limited collateral damage.

They dont take direct routes to smuggle drugs and black market goods.

To do that you have to bribe a lot more people and there is the potential to get caught by authoritys.
