Essentially creating an entire grifting industry that removes the monetary incentives to solve the problem of crime because "the experts" can redefine the root cause of crime and move the goal posts and spend unlimited amounts of money on preventing crime that wouldnt even happen if there were severe consequences for crime which disincentivizes it.
Solving crime is easy but noone wants to do it.
Take all the money being spent on prisons and use it to brand violent criminals with tattoos, and deport them, to any country. If other countries don't like it, tough shit, try and stop us.
If a branded criminal returns without authorization, put a bullet in their head and be done with it.

I wasn't alive in the 70s but the people I have talked to and were alive said that as kids they would go play outside all day and they didnt have to worry about getting attacked by their neighbors.
