Assuming this is true, a predictable result will be that a very high percentage of people who do possess papers are not going to comply with providing them to census takers. It won't end up being just illegal immigrants who don't get counted, but a significant percentage of everyone else won't get counted either.

This unintended consequence may be a good thing. But it probably wouldn't be considered good by the people who pushed this change.

And this is assuming that census takers asking people for proof of citizenship is part of what this law will require, which I have my doubts that it will. I think what's more likely is that this law will end up being a symbolic gesture that will tell census takers not to count illegal immigrants, while not given them any means by which to tell who is and isn't an illegal immigrant. The procedure will end up being, everyone who doesn't come right out and identify themselves as illegal immigrants voluntarily will get counted.
