I'm not sure if it's a good idea or not . . . This is just the skeleton of the bill. There could definitely be a lot more research and formal lawyer language included but this is what I have put together. Please let me know what you all think.

Resolved by the U.S. Senate of the United States of America, that the following article is proposed as federal law under the jurisdiction of the Untied States of America, enforceable by Judicial action.
For a bill: "Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, that:"
For an Amendment: "Be it amended by the Senate and House of Representatives of the United States of America in Congress assembled, that:"
Section 1: Terms: private, corporate, secret war machine, military industrial complex, viable president, absent, negligent, or headless management, theft by deceit, Terror, domestic terrorist, domestic terrorism, decenters, decent, treason, usury, immediate bank account and asset drain, illegal spying, illegal access to war crimes, illegal access to genocide, illegal access to other forms of government foreign to our great republic. (Explanation of terminology- Which terms need to be defined in order to understand the bill?)
Section 2: This act is designed to restrict access to money for war, weapons of war, stop genocide, end slavery, and immediately investigate anyone who continues to promote it under articles of the constitution or any other international body for their own personal reasons. This bill is also designed to immediately imprison, officials, executive and legislative, that actively pursue war crimes for a monetary gain. This bill will also afford for a place to donate money from war torn regions and families who have seen the worst end of our private war machine. It will also be used to enforce a stop in the pay raises being accrued by congress without a documented financial surplus. Anyone who is found treasonous will become part of our bill’s immediate action plan. Anyone who has signed a bill here or in another country will be held to the bill's contents regardless of international jurisdiction. The immediate action plan basically states that without a viable president, (a viable president being one NOT served with papers for impeachment, and or actively pending criminal cases) The current actor will immediately lose their right to power, be forced into the judicial system, and hand that same power they once held over to their highest commanding general under military law. Furthermore, it outlines that the commonwealth of the United States are bonded with the constitution and any “plans” or “agendas” outside of that, including UN and NATO provisions, are not reflected by the popular republic, are treasonous by inherent nature, and further establishes that international law has now allowed for loop holes in the wings of justice, and therefore violators of this bill will be enforced with the heaviest hand liberty has given us, our second amendment rights, and the right to form a militia under military command to unearth the damage that has been done to our nation and our nations deficit. Section 3: This bill will have a sweeping reach and fights domestic terror throughout our nation and seeks to immediately stop all private wars and/or American presence abroad as needed and asked for by the committees for peace, federal judges, and military branches of our governance. (Where? All of U.S. or a certain area / place in the U.S.?)
Section 4: This act will be funded by a common law trust that will be used to fiscally empty executive and legislative members with if they are deemed as domestic terrorists. Our goal is to find out who has been benefiting from acts of war against the American people and immediately address the issues. This bill may be used alongside of the patriot act and all other defense acts until they are repealed. It is designed to track down all expenses waged and further implicate members of congress, the house, executive, and legislative officials. It is further designed to eventually end ALL wars that the USA has fought under private funding and tyrannical support by chosen officials. In a pursuit to find the truth any of these officials may be held to their own definitions and bills to better support and protect the people of the United States from a tyrannical government. This act will be funded by the same money originally stolen from US commonwealth by officials and will self-perpetuate using any other monetary means necessary to invest in the stolen US money and repopulate it to the commonwealth through various peace keeping activities. It has come to our understanding that 5% of the officials are holding more than 60% of America’s wealth hostage to their private wars, private agendas, and private spending plans and this will be addressed immediately in a heavy handed manner without prejudice. There is an active war against the American Republic with kill lists that are held privately. This will begin a new government agency underneath the federal supreme court, the DC Hiroshima-Nagasaki Peace Committee (who have found the affliction of a formally waged war with the united states), Department of Peace, and the Committee on International Justice and Peace called (whatever we decide for the name of the trust). This agency will be established to oversee any wrongdoing with elected officials after they have sworn in and will have top secret access to all documentation and forms of governance here in the USA in order to keep peace and perpetuate peace.
The liaisons, who are the trustees of the trust will actively work with the committees, the federal supreme court, and more specifically directly along side of the current US military commander. Any restrictions and or absent management, may be subject to a military coup and forcefully placed into patriot act provisions for obstruction of justice.
(How is the act going to be funded? Who is going to enforce / administer this act?(Which government agency will oversee the bill and its duties?)
Section 5: Penalties for non-compliance are but not limited to severance from the US and United Nations charters, immediate bank account and asset drains, loss of citizenship, criminal trials, and even controlled torture under the Patriot act. (Penalties (if any) for non-compliance (not following the rules) of the act)
Section 6: Whereas the president of the United States has failed to protect the public from interests abroad and domestically it is held that when this document is signed by a five star commanding officer with control over the armed forces it may be perpetuated throughout his command without fear or subjugation,(which will also be investigated) under a now rogue presidency of Barack Hussein Obama, and for the purpose of civil war if necessary, in the United States to protect against tyrannical rule. Furthermore if arrangements have been made under international law the president who has signed the bill will go to the criminal courts to explain themselves for the world to see and ALL international trials with members (or previous members) of the government it will be televised by this bill. Furthermore this bill may use classified and top secret classified documents to produce for the international court systems. If the president refuses the integrity or truth of this bill they will be immediately be taken to the Guantanamo detention center, relieved of their office, and tortured until their knowledge of their own obstruction of justice is realized and executed on site. This bill will go into affect when it has been signed by a majority of representatives in the Federal Supreme Court, the committees and departments named, and the current commander of the USA military.
