I would say the United States still.
Most European countries are considered more liberal and free regarding personal life(like gay marriage, drug use, drinking ages, etc), but can be pretty atrocious at times with free speech, economics and privacy.
I haven't kept up on the controversy lately, but there were efforts in France and England to try to make 'hate speech' an offense for which you can be imprisoned. Yikes! This was a result of recent clashes with immigrants from Muslim nations and the harsh reactions which locals were having. I am all about tolerance and equality, but you shouldn't go to jail just for saying words.
I last heard about this 6-7 months ago and I don't know what ended up happening.
I have some people claim that Switzerland is a more libertarian nation than the US, but I don't know much about them.
