It's Not the Antithesis, But the Thesis
That's exactly what one would expect in an anarchical society. The strongest group will always seek out to protect itself and achieve more power. After all, who's going to stop them when there is no centralized power above them to enact legislation or court rulings against their behavior? You assume that men will behave perfectly moral if there is no government, but actually what you do is lift the restraint on their behavior by removing any universal and public/civil accountability for their actions (as long as they have the most money and more guns). As acptulsa mentioned, you give people more opportunity to kick your ass and take your money and get away with it without restitution, too.
This couldn't be further from the truth. Our federal government acts like all centrally planned governments, without impunity. This is the fundamental problem with government, it will always seek out to protect itself and achieve more power. This is really the antithesis of Anarchy.
