U.S. Sen. Ted Cruz (R-Texas), who is seeking the Republican presidential nomination, has morphed from a vocal supporter of the H-1B program to a leading critic of it. He has done so in a new H-1B reform bill (PDF) that sets a minimum wage of $110,000 for H-1B workers. By raising the cost of temporary visa workers, Cruz is hoping to discourage their use. Cruz also wants to eliminate Optional Practical Training Program (OPT). The co-sponsor of this bill, The American Jobs First Act of 2015, is U.S. Sen. Jeff Sessions (R-Ala.), who called the OPT program "a backdoor method for replacing American workers."

And what is left out is that the American Citizens are offered expiring, underpaid, no insurance, menial work which further destroys the Middle Class, which has dropped down from 62% to 43% and we scratch our heads wondering how this is happening.

But on the subject, there currently is no minimum wage for H1-B visas other than the vague "prevailing wage".

The law establishes certain standards in order to protect similarly employed U.S. workers from being adversely affected by the employment of the nonimmigrant workers, as well as to protect the H-1B nonimmigrant workers. Employers must attest to the Department of Labor that they will pay wages to the H-1B nonimmigrant workers that are at least equal to the actual wage paid by the employer to other workers with similar experience and qualifications for the job in question, or the prevailing wage for the occupation in the area of intended employment – whichever is greater.

This is a stupid policy. The only outcome would be that American companies have a harder time finding skilled workers. The next step would be to either hire less skilled workers or take your operations off shore.

More pandering - before this announcement his policy on H1-Bs was to increase them to a half million per year. Only reason he's backing off that a bit now is because of the overwhelmingly negative feedback.
