Strangest Article I've Read in a While

My questions still stand. Unanswered.
And others are also asking questions.

What is the American Police Force and what is it doing in Montana?
A secretive California outfit called the American Police Force is taking over the 2-year-old, never-used prison in Hardin, Mont., that was briefly considered a possible spot for Guantanamo prisoners.

The story has many twists and turns. We recommend you read The Billings Gazette article for a primer on the story. KULR TV of Billings, Mont., The Missoulian, and Talking Points Memo are also on the case.

APF raised eyebrows in town after Mercedes SUVs belonging to the company arrived bearing decals that read, "City of Hardin Police Department."

I find it strange that there are those who won't ask questions about things like this. It would seem they think it is necessary to squelch those who do.

Again, what kind of libertarian would feel it necessary to keep people from speculating about what is going on in Hardin Montana? I for one would be very interested in the opinions of others about this situation.

Some believe it is a scam.... fine we have heard their opinion... now how about all of the other opinions?

I could swear a post just vanished.

Yes, I removed a post of Patriot One's in which she broke the forum guidelines by insulting another forum member. She is aware of it.

Must of been mine....I was bad. It's politically incorrect to call a troll a troll...lol.

If you think someone has broken the forum guidelines, flag the post. Otherwise, you are insulting a fellow forum member and that is against guidelines.

I think I am getting closer. About the only thing Becky Shay and AFP's lawyer revealed of AFP's parent company was that it was a company formed in 1984. Wackenhut Corrections Corporation was formed by Wackenhut Corporation in 1984.

http://www.polarisinstitute.org/files/Wackenhut.pdf

A very unsavory company indeed. The company is based in Texas.

Wackenhut Corrections Corporation
218 S Laredo St, San Antonio, TX

Previous articles have stated that the prison was a brainchild of a consortium of companies in Texas.

I find the whole situation interesting, as well as disturbing.

Caution: personal story

Years ago I was given the nickname "Jessie James". It was given to me by Sheriff Deputies when I was brought into the jail. It stuck, for years. There are folks in Missouri that did not ever know my real name, even guards, Just knew me as "Jessie James".
I looked into the history, times and myth surrounding him. In many areas it is a respected name.
He was more than just a thief. He was at war, with both the Railroad that was stealing his land, but with the Private Police Army of the Pinkertons.

So you can see why a Private Police Army would have some Fascination to me.

(slightly off topic, but....)

I was always under the impression that Jessie James was a pretty popular folk hero in Missouri. Or has this, too, changed with the politically correct times? ("oh my god, the man had a GUN! Did you see that?")

The scam has been revealed:

BILLINGS - An investor in the Hardin Jail venture with American Police Force said he still wants the effort to succeed, but without Michael Hilton.

The man spoke on the condition that his name is not revealed. He said he is one of several private individuals who gave APF money. Right now he said investors are exploring the possibility of whether the Hardin Jail can be opened without Michael Hilton.

He said investors are having second thoughts after Hilton's long criminal history was revealed. He said they are trying to verify the source of prisoners Hilton claims to have and whether they can secure funding for the operation to move forward.

He said they would like to see it happen and for it to benefit the community of Hardin. He declined to disclose how much money he and others have put into the Hardin Jail project.

From the other thread.

A little update to this story,
http://blogs.usatoday.com/ondeadlin...ecurity-company-called-american-police-f.html
Mont. jail deal with mysterious American Police Force unravels
Now it appears that the whole thing is unraveling. Greg Smith, the executive director of Two Rivers Authority, the Hardin economic development arm that signed the original deal, has now resigned reports the Billings Gazette. No reason was given for his departure. The TRA lawyer who structured the deal is also being replaced.

"We won't move forward," says Gary Arneson, president of the TRA, which owns the jail. "I don't think any of us want to be on the chopping block."

In another twist, the AP reports that an international security executive that local officials were told would run the jail, says that's not true, that he only had cursory conversations with Hilton about the position.

As for Hilton, the the San Jose Mercury News reports that a California judge has ordered him to appear in court later this month over an outstanding judgment in a fraud lawsuit. Stay tuned.

Would-be Montana jail chief has theft conviction
BILLINGS, Mont. — A former Secret Service agent named as the would-be operator of a Montana jail and law enforcement training center served 14 months in prison for stealing money from the government.
Not much more news, looks like it is being investigated.

Alex Jones has an interesting side view on it. I might look into some.

Captain Mike Hilton may have been the public relations stooge decoy to focus people off Civilian Police, International.

The curious thing for me, is how and why this prison got built there in the first place.
The Sate of Montana did not need it, The tiny City did not need it.
It seems the Two Rivers Authority was wanting to "develop" something. And someone sold them on a prison.
Why not manufacturing? or tourism?
It seems the original push was from Texas.
Attorneys for the city of Hardin and Municipal Capital Markets Group Inc., a Dallas, Texas, investment banking firm that issued the $27 million in revenue bonds to finance the Two Rivers Regional Detention Facility in Hardin, will respond in writing to the draft legal opinion next week.

The money men were working with Civi-Genics. They have there own history.

I wonder how much of this crap was "the people of Hardin" and how much was a couple people there lining their pockets.

If that is the case, that is shoddy work by the investment team. Step #1 before making an investment is conducting a heavy background check via investigators of the CEO/Management.

Once again, I see no mention of a scam. I see his shady history mentioned as a reason for people wanting to put him off the project, but that is it. Please point out where it is stated that Hilton was scamming Hardin. It doesn't. ESPECIALLY if they want to move forward with the project WITHOUT Hilton. That means the project itself is still on the table, therefore it is not a scam. They just don't want a guy with a shady background as the front man for the operation.

Are you done yet? You framing articles to be something they are not is getting old.

Somehow, I don't think this is the end of the story. I'm pretty sure we will learn more about this as time goes by.

It still smells like something is going on below the surface.

Civilian Police International, LLC

CPI was formed in January 2004 to handle a contract to support the U.S. State Department in international law enforcement and criminal justice programs. [3] This initial contract was awarded in February of 2004 and was worth $1.6 billion. [4]

Specifically, CPI recruits former, experienced law officials of a variety of sorts, and trains them for State Department funded training operations in cooperation with UN CIVPOL (Civilian Police) programs directed to recent and emerging police and security forces around the world. They have been active in Kosovo, Iraq and Afghanistan.

CPI, along with DynCorp and Pacific Architects and Engineers / Homeland Security Corporation, recently received a contract from the State Department to fulfill the Bureau of International Narcotics and Law Enforcement Affairs requirement to work with civilian police and law enforcement programs in support of international peacekeeping missions.

They will be working with the Civilian Police and Rule of Law office to "recruit, select, train, equip, deploy and support the officers and experts" involved in CIVPOL programs in Iraq, Afghanistan, Kosovo, Haiti, Liberia, East Timor, Serbia & Montenegro and Sudan.

Infowars is reporting this local article from local station KULR8:

Montana’s Attorney General dropped his investigation in to California-based security company American Police Force Tuesday.

A statement released by Montana’s Attorney General Steve Bullock said the goal was to guarantee that, “No Montanans were taken advantage of or conned by this company.”

Since Michael Hilton and APF ended plans to do business in the state, Bullock’s office decided to suspend its inquiry. Officials asked APF to release documents about their funding, current contracts and corporate backing. APF did not provide these documents.

Spokeswoman Becky Shay said the company faxed the AG a one-page letter saying APF did no business in Montana other than to negotiate the jail contract, which they discontinued.

The link is dead now.

Where ya at "legion"? Was it a scam or just too much attention? I doubt either of us will ever know. The decision to drop any investigation of fraud is curious though...
