ok, so the paper ballots are scanned by machine, but then the pollworkers are able to add more votes by hand? Seriously, I'm stunned. they all got 10% + added to their totals, but i guess that's OK.

Thanks, it makes sense to me now. It isn't exactly reassuring though, because it means there are some borderline retards counting the votes.
