SUGGESTIONS:
Push the font size, the size of the words to maximum height and width, fill as much available space with the words as possible so as to maximize it's view-ability and legibility from a distance. As if the Billboard were SHOUTING these things.
Overall, use more of the space you have to fill it with the elements of the Billboard objects.
The font used for the MAIN TITLE of the Billboard and Ron Paul's name should remain minion, or minion pro, BOLD.
The names of the other's on the bottom 3 bars should be in some sans-serif font like Arena, so they are legible, but plain.
The dollar amount, or percentage on Ron Paul's chart bar can come off of the bar and be put underneath it at the top of the bar in BIG BOLD CHARCTERS.
Consider calculating the width of the bars, (height when viewed in horizontal), to reflect percentage ... i.e. , thicker for Ron Paul, thinner for the others.
Make the background "Seal Bird" larger, stars not crucial at the bottom, the shield on the bird's breast can serve as a stronger "Centerpoint element" if the bird is maximized.
Consider putting the slogan "DONATIONS FROM MILITARY" in steamer font, or STENCIL-A, (the rEVOLution font).
Of the research I have done on "Best Practices" for Billboard creation, studies have shown that the color red is not easily processed when viewed from a moving vehicle at highway speeds and at night it's visibility quotient is low. I would like to suggest white, or light greens for the bars, or some combination of those colors.
RON PAUL'S chart bar can be white with a hint of green. The other bars can have more green in them and have some transparency applied.
The dollar amounts, or percentage figures can then be done in black and visually they are then have a "cut out" effect at night, and have some of that effect in daylight.
