It means Ron ought to use it to his advantage, and butt in whenever he feels like lies, spin, and distortions are flowing out of the mouths of his opponents.

I don't know. McCain has been lucky so far that there were several candidates to take up talking time. The longer McCain talks, the more he sounds like an idiotic warmonger. This format may hurt McCain more than it hurts the Good Doctor.
