I looked to see if Congress's ability to regulate elections might give them say in using federal means of advertising as opposed to public, alas:
Section 4. The times, places and manner of holding elections for Senators and Representatives, shall be prescribed in each state by the legislature thereof; but the Congress may at any time by law make or alter such regulations, except as to the places of choosing Senators.
The Congress may determine the Time of chusing the Electors, and the Day on which they shall give their Votes; which Day shall be the same throughout the United States.

Congress has less constitutional authority to regulate presidential elections than congressional elections.
I think a reverse argument is needed. If Congress never had the authority to take the money from us in the first place, we are entitled to get it back. If Congress offers a method to get that money back, we ought to be able to accept, although we don't approve of the system in the first place.
I'm looking at the federal budget now. hmmm, did Congress take any money from us that was unconstitutional, and therefore is ours anyway?
