You can always accept payment in gold or silver. You can also barter if your customers have some good or service you need. That's all perfectly legal. The only time things become illegal is when green pieces of paper are exchanging hands. But there will be a huge increase in that as well because people simply can't participate in the non-black (white?) market when the government makes it impossible to do so. The black market will see a huge rise in participants just as it did throughout communist countries.

Wrong. The IRS decades ago established rules for how barter transactions are to be reported and taxed.
I'm not saying people don't barter without reporting it all the time, and I'm not saying there isn't a huge underground economy.
All I'm saying is if you're doing business with the general public and participating with the rest of the legitimate business community, it's kinda hard to not be noticed by the government. The Obamacare penalties are ridiculous but they're not worth deciding "well, I was going to run a legal business but now I'll go black market instead."

Start a business and not tell the government anything about your business, they then think you are unemployed and thus are exempt. There is no witholding as you are the business owner.
