i have to agree with Paulie on going 13. we've done both 13 and 95 from E-City to hartford area and 13 is BY FAR the more convenient and quicker, hassle free way here. If you are unsure about getting from Tappan Zee to NJ Turnpike here ya go -

The GWB is clear this time of night. The NJ TPK looks good all the way through NJ according to traffic.com and the roads are clear of snow/ice once you get part way through the state.

Maybe a little worse, but the decrease in traffic will be worth it, coupled with the shorter distance. The snow won't be much below Delaware anyways. I have made this drive after a large winter storm as well.

In philly all we have is rain. Delaware and NJ should be clear as well

Just got out of the second major traffic holocaust and there is still lots of snow that hasn't been removed from the highway yet. We're keeping up a steady 30mph now.

Drive the speed limit on 13 - nailing speeders is their primary source of revenue. Looks as though the temperature starts to get above freezing about half way down New Jersey...
 
We are now making good time on the NJ Turnpike (my old stomping grounds) and are not too far from the Delaware bridge. We still won't make it in time to attach the second banner before launch time (8am) since it takes at least three hours to install and we're still six hours away at this point.
