What does it matter if they are bound or unbound if they are all Pauls anyways?

If they are bound then 20 of them have to vote for Romney on the first ballot in Tampa. If they are unbound then they can vote for whoever they want.

They just shut down debate/amendments on resolutions in complete violation of the rules. There was an explicit request to separate 2 of the resolutions which must be followed (does not need a second or a vote).

Unbinding would be probably bad for Rand. That the only explanation I can think of. RP can't be sure that Romney will not get necessary votes in the first round.
