Well, if you just look in the confines of this bill, I'd expect the higher taxes on the >$400K incomes would more than cover that. The whole thing is a patch with each grabbing splinters, not a fix.

In this case, though, the taxes go up MORE otherwise, so the leverage is unusual.

Apparently they have a deal on raising our taxes (no surprise there) but can't come to terms on spending cuts.

The house is not expected to vote on anything and they're claiming they may come to a deal tomorrow? How in the hell can they come to a deal tomorrow?

They could just extend the tax cuts retroactively.

It isn't an "economy crashes at midnight without a deal" thing. Cuts and tax hikes will occur over time and as was pointed out, they could wait even a month or two and make any tax changes retroactive to the start of the year.
