If I had my way, Hart-Celler would be repealed and the following language would be inserted into the 1924 Immigration Act, which would be re-instated:

On the day of repeal, if you are a fully naturalized citizen, then you retain all the legal rights and privileges of a citizen, including any minor children.

If you are not, then you do not, and you are subject to deportation at any time.

Trump's plan to grant amnesty, yes amnesty disguised as visas, to hordes of illegals in some occupations sends a message to both the criminal illegal and their criminal employer that it is ok to break the law, but just don't draw attention to your criminal activities. While Americans have to suffer the negative consequences of American balkanization, Trump symbolically pats these criminals on the head as he rewards them instead of jailing and deporting them. Tragic, but I knew within 30 days of Trump's second administration that he wasn't serious on mass deportations. Unfortunately, America is and will continue to suffer as a result, far after Trump leaves office. Innumerable innocent Americans will be raped, robbed, defrauded, and killed by these so-called non-violent illegals for generations.

No, it'd be better to have the assistance come from voluntary contributions (though I'm betting the Trump administration would find some way to harass/intimidate such contributors with lawfare).

I think you could sum up the open borders positions quite pragmatically though: if you take away the "Immigration raids" (the open border position) then there would be no need for the cash assistance being offered to those people impacted by said "immigration raids".

Most of which is to replace the incomes of people that have been taken into custody. There are other programs to assure routine medical access to immigrants who are afraid to visit doctors and hospitals (assuring virtual/telemedicine access and/or home visits by trusted professionals who won't turn them in). Food delivery services for immigrants afraid to access public dispensaries that are being monitored. Parental preparedness for families (preparing for loss of a breadwinner), Parental support (like child care) when one parent has been taken into custody. Education and outreach to inform immigrants of their rights. Legal assistance. All things which come about due to the "raid activities"
