I'm confused about this whole process. Does this mean Ron Paul's delegates can vote for him even if he doesn't win the caucus?

the district caucus of tonight selects district delegates - top 15 vote grabbers win - 15 votes per person

the state caucus selects 3 state delegates per district, and 20 at large delegates - the district delegates are the only people with a vote

the state primary binds the 20 at large delegates to vote for any candidate who receives a majority of the primary votes - > 50%

the local gop is "awarded" 3 delegates.

3 delegates x 7 districts = 21 delegates
+ 20 at large delegates
+ 3 gop delegates

so, 41 of 44 could be delegates for rp at the national convention with a complete win tonight.
 
And who are those delegates?
Are they Angels?
If they are Angels, they would vote for Dr.Paul.
If they are human beings I doubt.
 
We ran a slate of delegates in each Congressional District. As I understand it, full slates -- which means: 15 delegates and 15 alternates in each district.

The people pick 15 delegates out of the 60 or so names on the ballot in each district.

We're hoping to elect as many delegates as we can out of the 105 to the state convention (15 x 7 congressional districts).
