As well as anyone and better than most. He's not being given time, but he isn't afraid to speak up. He was the first to defend the Constitution, led the charge against Clinton, let no attacks go unchallenged, and let Trump know that he isn't afraid of his third party run later. He's more animated than some, and sounds more intelligent than most.
Mostly, he isn't standing there waiting for a turn that never comes like his dad has done. But he's not overdoing it.
Now he's getting the Israel Gotcha. He's using it to talk about the budget and foreign aid, and quoting Netanyahu in the process.
