His point is, there is an actual report, and it does have actual stuff in it. Doing anything but reading it yourself is unreliable. Believing anything about it without reading it is an act of faith in somebody.

The report concludes that the investigation into Trump/Russia collusion should have never happened due to lack of evidence and the FBI, along with others, broke the law to make it happen. The report details how it happened and who was involved. He isn't suggesting much reform because he believes the laws currently in place should have prevented this situation.
He doesn't recommend additional charges for those crimes and there could be several reasons for that.
It could be that he is a giant pussy.
It could also be that he believes the current DOJ is too biased to handle the case, and is hoping that Trump gets elected and can install a better DOJ that can use the evidence in his report to prosecute.
Either way, he has given us yet another reason to vote for Trump, and this is going to be a bumpy election.
@dannno Edit: My one point of disagreement is that this is somehow a reason to vote for Trump. Trump appointed William Barr. There's no reason to believe Trump will magically start making good appointments next time around.
