I sure can read that two different ways. Probably bs and NSA will ride in to save the day.

Does seem like a really odd choice of wording. Sounds like the kind of wording someone would use to describe a US military or police operation, not the way I would picture a terrorist organization. But then maybe that's because they want to nuance the narrative of who the enemy is, and how powerful and organized they are, and how they operate, to ensure maximum terror in the hearts and minds of everyone who hears the narrative. Yea, and it will be because of crucial data they got in these blanket spying operations collecting the data of all Americans' phone calls and online activities.

If we can't have a national dialog about these things we're never going to get on the right track. It's simply going to be False-Flags-R-Us for evermore. We need to start turning the tables on the conspiracy theory censorship with some good hard facts and get some results.
 
I guess these are the bad terrorists, as opposed to the good terrorists the USG is funding and arming.

Information which, however, can not be shared with the general public for obvious reasons - just trust the government and ignore that spy drone peeking into your window to see if you are dutifully spending your daily quota of "confident consumer" fiat on Amazon.com.

See: the NSA can be used for more than just tracking down when Steve Cohen bought and sold shares of XYZ on inside information - it will be used to "disprove the negative" absence of a terrorist attack, and thus validate the billions of dollars spent to keep General Keith Alexander's secret army in place.

Always a great vague way to put it. Anyone pointing out the vagueness can conveniently be up for a conspiracy theorist and/or a naïve "America" hater label.

Fear and false-pride is all they ever have.
