I'm all for the cuts, but, "efficiency" and the AI rollout will make up for it and beyond. 'Puters will make the decisions, and the strikes, without human consideration or decision. And all that AI, plus the cost of energy to run it, government [and the force of it] will still grow. Basement kids with a resume of computer games will sit behind a screen and give status reports.
