This is my interpretation. Correct me if I am wrong. Michigan originally had 59 delegates but because they were penalized for moving their primary up, they now only have 30 delegates. There were 2 at-large delegates, and 28 "voting" delegates in CDs. The penalized delegates comprise another 14...
