See, this is a confusing 'newz' flash for me. Originally he was wearing 'armour.' A statement from a company that sold him a vest stated that it was not a kevlar vest. Merely a tactical vest for arranging mags and accessories. I suppose he could have ordered a 'bullet proof' vest elsewhere.

Well one thing that might help the situation, if you can't see anything, is wait for a moment where the gunman is not firing, and fire a round or two at the floor, just to let the gunman know there's someone else in the room with a gun. This might scare him off or at least trigger his fight-or-flight and hopefully negatively impact his accuracy.

With the gas it would be very hard to know where he was shooting from. This would make hitting him very difficult. But it also made it hard to see everyone else as well and if enough people would have rushed toward him at once they would have been able to overtake him without any weapon. But they would also have the same problem, they weren't quite sure where he was, or even if there might be more than one shooter.
