No you are wrong. Sanctions on Iran and equating Israeli defense to the same as the US is typical neocon. Israel is the nation that provides Trotsky's permanent revolution strategy that the neocons embraced. Both of these stances by Rand make him suspect. What difference does it make? I don't think that Obama going to stop invading countries if Hagel is confirmed. This all seems like a distraction, at best.

There isn't going to be any filibuster of Hagel's nomination, and it isn't clear cut at all that Rand will vote against confirming Hagel.
it doesn't matter if there is or not - any senator can choose to filibuster and you won't know about it until he does it (Cornyn says "everything on the table"). They usually seek 60 votes to ensure that it doesn't happen and that there an illusion of bipartisan support. They can do this by buying off some old time and retiring GOPers and Murkowski. 5 votes are easy to find on the GOP side, most senators are cheap.
I don't think there's any chance that Rand would vote to filibuster a President's cabinet pick. He may vote against confirming Hagel, but he won't vote to filibuster his nomination.
He will be expected to vote with his party if it happened and the tensions will be high so if he breaks the filibuster he will forever be vilified which is extremely damaging.
This is why they will make sure Hagel has at least 60 votes one way or another, through retiring members and those who can be bought off.
