is this about when Kuwait was illegally slant drilling Iraq's oil? and the famous Rumsfeld/Saddam handshake that we would look the other way if Saddam invaded Kuwait? (At the time i remember reading Saddam going to all the other oil producers in the area (Egypt, Saudi Arabia, etc.) trying to get their help to make Kuwait stop the slant drilling because Iraq had just finished 8 years of war with Iran and they needed the money from the oil to rebuild their country... but the OPEC nations looked the other way and Saddam felt he had no other recourse so he invaded Kuwait ...and we proceeded to invade Iraq despite our promise...).
