One of the questions Greenwald asked is "would the information be valuable to other governments" (paraphrased)? Of course it would be interesting to them. Knowing who talks to who on the phone is very valuable information from a political perspective. Which is the same reason that it is a power that is destined to be abused by any government. The IRS has been used for political purposes. No number of talking heads and former officials that are paraded on the Sunday morning talk shows can propagandize away the fact that this type of power will be abused. I have few doubts the US government hasn't already shared some of these eavesdropping technologies (to be used by their buddy & puppet governments/dictators and even some false opposition governments) on their very own people/citizenry/companies/businesses.
