[MENTION=6186]Danke[/MENTION] I think the assertion was that ISIS isn't headquartered in Aleppo, but is instead in Raqqa. Obviously there are parades and whatnot all over the place.

Of course, that thinking relies too much on TV/movie tropes, which dictate that any evil organization has a single headquarters somewhere.
