When I ran for a local office I used http://www.campaignpartner.com/. It was $29 per month, supported Paypal donations, and was super easy to use and personalize. It has many professional looking themes and hosts a database that can import to mailchimp for mass emailing.

The only problem I had was that I thought I signed a 6 month contract but they kept billing me after that was up, and I had to manually cancel my account.
