Every delegate wants to be able to vote their conscience, but nobody wants the OTHER delegates to be able to vote THEIR consciences.
Even if we could change this rule I'm not sure I'd want to. I'm more interested in proposing an instant runoff ballot system at our state primary, which would be a lot more fair to underdog candidates.
It is possible we could make it so that we're unbound after the first round of voting at the national convention, though. I'm really not sure at this point.

Is really a certificate of monopoly system. Where I live, the only hospital enjoys a monopoly and jacks prices while reducing quality. About 12 years ago, a hospital organization tried to build in a location that was more central to the population and transportation systems, but unfortunately, the CON program was used to stop them so that we would remain captive to the existing monopolists.
