okay here's the deal:

The motion to suspend the rules and pass the legislation failed. So I misread the link I posted. It failed because without the normal rules and debate, it needs two thirds to win. This means it goes back to committee to see if it will be brought back to the floor in the normal way.

So for now, we have a victory, they have tabled it. For how long....is anyone's guess.
