OK, Ron's site says that is Idaho, but it also says it is 12:00 whereas this says doors open at 10:45 and the speech starts at 11:30.

Nah. There's been a Spanish station really close to 1310 for a while. But if you've got a decent radio you can tune in 1310 just fine.
