Hey, make your case, I don't want to discourage you. I'd rather spend my energy on UN agencies that have actual power, like the ICC. Nonbinding resolutions don't scare me. In fact, they're encouraging. The UN can already issue nonbinding resolutions on anything, so adding an agency/whatever that can issue nonbinding resolutions on something (after studies and money spent I guess) is just writing in stone all over again "All the UN an do is issue nonbinding resolutions."
Seriously, let's invent 50 UN bodies that can issue nonbinding resolutions. We should invent ten new ones every UN day, and build a statue larger than the Statute of Liberty with "NONBINDING RESOLVE" written all over it, dedicated to the United Nations.
