Gaza was an autonomous region after Israel abandoned it and gave Gaza their autonomy the people of Gaza allowed Hamas to fill the power vacuum and rule.

Just the same as Afghanistan after the US abandoned the NATO backed Afghanistan government to their own autonomy they allowed the Taliban to fill the power vacuum and rule.

In both regions the people surrendered to rulers and the government they have.
