@POTUS: "I love construction... I know it better than anybody. When I see a railroad going from San Francisco to L.A., I think it's a hundred times over budget — one of the most incompetent things... We're not going to fund that anymore, it's out of control."

That boondoggle ended before he took office. Newsom had to shut it down before his own state lynched him. If it was still being funded somebody needs to be arrested.

ETA or not. Not sure what I'm remembering, but some part of it was shut down then. They should have ended fed funding in February, like the report suggested. What a boondoggle!

tldr: It's funded through all manner of taxes and bonds at the local, state and federal level.

The project is roughly $100 billion over budget as of today.

Funding for CA High Speed Rail

The California High-Speed Rail (CAHSR) project is funded through a combination of state and federal sources. Key contributors include:

  • California Air Resources Board Cap-and-Trade Program: This program has been a major source of funding, generating $6.4 billion for the project from 2012 to 2023. Governor Gavin Newsom has proposed extending this funding through 2045, with a minimum of $1 billion allocated annually.4
  • Proposition 1A (2008): This state bond measure authorized $9.95 billion in general obligation bonds for the project.5
  • Federal Grants: The project has received significant federal support, including a $3.1 billion grant from the Biden-Harris administration in December 2023 under the Federal Railroad Administration (FRA) grant program. However, there is now uncertainty regarding the continuation of federal funding, as the Trump administration has expressed intentions to revoke approximately $4 billion in previously allocated funds due to concerns over delays, cost overruns, and mismanagement.35
  • Blended Funding for the Initial Operating Segment (IOS): The IOS, which spans from Merced to Bakersfield, is partially funded, with $929 million from a 2010 cooperative agreement and $3.07 billion from a 2024 agreement. However, a funding gap of $6.5 billion to $9 billion remains for this segment alone.36
Despite these funding sources, the project faces a significant shortfall. As of 2024, the estimated cost for Phase 1 has risen to $106.2 billion, with a reported unfunded gap of $92.6 billion to $103.1 billion between estimated costs and known funding.
