There have been proposals for a gasoline sanction. Iran imports 40% of its gasoline because it does not have the refining capacity.

It's refined petroleum products imported, on the embargo... Not crude oil exports

Iran doesn't have the refineries to process their crude to fuels. Frankly I don't know why they didn't contract Russia to build them an advanced modern refineries.
