Yeah, there's some playing around with the numbers there. I wouldn't say crime is a "social" issue as much as a "cultural" issue.

Some cultures commit crimes that get prosecuted, while other cultures commit crimes that aren't. Some cultures even use the prosecutorial process itself to commit their crimes.

I'm not really sure what to make of the claim that crime is not a social issue. Whatever one might think the causal factors are or may be, and regardless of what policies ought (or not) to be adopted, crime certainly is a "social" issue.

The fallout from crime is a social issue.

The anarcho tyrannical prosecution (or lack of) of crime is certainly a social issue.

But the actual commission of crime as it applies across races and ethnicities...
