It was at the end of a sentence, and four or five people laughed. Apparently, most didn't get the reference.
He was talking about Shirley Sherrod resigning, and said, "People who support racial discrimination have no place in government... until Rand Paul is elected.
But Rand Paul supported 90% of the Civil Rights Act, the parts which banned racial discrimination in public institutions -- like the government agencies he would like to abolish.
Meh.
